Hi , i was looking at the fuel filling area and after seeing it for 16years finally thought what is the pipe to the left and the hole in the bottom. Should there be a tube at the end of the pipe to the hole or is it just a breather pipe and overflow hole?

Pretty sure the one on the left is a breather hole with a pipe connecting it to the tank. The hole at the bottom is a drain for the filler area

Yeap the hole on the left is as mentioned a fuel tanker breather,to let the fuel vapour out and to also let air in when the fuel gets lower into the tank as you use the fuel. Hole at bottom not sure but again as mentioned to let any over flow fuel to drain away ,sounds visible.
