pop top would be handy for sleeping 4, but I've always been happy with a tintop and a drive-away awning ... you can carry lots of stuff on the roof that way they tell me I'm living in the past but to me it's a $20k setup - so if you don't go chasing perfect paint and trim you should be fine with your budget
The good thing with a tin top setup is it is a lot safer/easier buying inter-state You can still have the rock and roll bed and some bunks in the awning

The pop top is fantastic for chilling inside when it's raining as well. Now that we have it, I can't imagine camping without it. It's brilliant!! Good luck with the search! We spent months and knew every single Kombi for sale in Oz. We ended up going inter-state as it opened up options. It definitely added a lot more complexity, but we ended up with the right vehicle for us.
