Im having electrical issues with charging, and second battery problems. Can any one tell me a site or have information on tests i can perform with a digital multimeter. I have the meter but not sure of how it all works..Also i have a permenent battery charger installed, however i have had it on for 3 days, the batteries read 12.59v yet it still does not say batteries are fully charged..any thoughts, I have a feeling its not actually charging as i get the same Volts on multimeter when charger is on as when not on. Would i be correct in thinking that. Is there a test i can do to see if the charger is actually charging batteries.

Do you mean a 240v charger?

    Please supply more information.

Try connecting the meter to the charger without the battery connected and see if it reads.
